Newly 30-something guy who loves God, people, music, and computers, and happens to be decently good at the latter two.

IT experience is all self- and real-world-taught rather than classroom or book learning. Driven by an insatiable appetite for learning new ways to do things better. With better being defined as more usable to the end user, for which goal IT ought to exist, within bounds of reason.

I'm primarily skilled in Wintel systems and end user support, with hobbies in *nix and growing experience in MS server management, Office 2010 deployment and support, Windows 7 use, and several different types of professional business environments ranging from fast-food mega-conglomo-corps to international law firms to one of the largest corporate banks in the world.

Currently I am Network Administrator for a custom manufacturing firm primarily involved in the energy industry.

This only works if Chrome doesn't think the download completed and if you still have the download in the bottom bar of the main Chrome window. You cannot resume downloads from inside the Downloads page or anywhere else inside the Chrome interface. So while the answer is technically "yes", the reality is that this "yes" is only applicable in a small set of situations.

The gist of the diagnosis priority is this: A monitor is probably cheaper than a video card, and is definitely easier to replace, so you test the monitor thoroughly first. If you fail to complete a thorough diagnosis of the monitor because you assume the issue is with the video card too quickly, the replacement video card may indeed appear to fix the issue for a period of time, but eventually the issue may reappear if it is indeed the monitor. A second monitor is easily borrowed from a friend or neighbor, and can quickly confirm or change the diagnosis.

That's only one part of a thorough diagnosis, though. Different resolutions, different refresh rates, minute differences in the sent signals could all result in an incorrect image and still indicate an issue with the monitor. If you want to be thorough in diagnosis, you have to try a second monitor on the first computer.
