@galacticninja simply putting chcp 65001 will cause every opened command prompt to print 'Active code page: 65001' whilst @chcp 65001>nul will prevent any output.

Surprisingly changing the OEMCP registry setting made my system unable to boot so I had to use system recovery to restore to working state. Autorun did the trick, however.
