Have you checked Dell support? When you enter your service tag number, they'll display a list of drivers for your machine. (BTW, as a general rule, downloading various drivers floating around the web is not a great idea.) Once you've installed the right driver and touchpad utility, you'll need to pull up the mouse control panel and make sure that this type of scrolling is enabled.

I'll bet Ctrl-S and Ctrl-Q don't work either. Most likely that these characters are being used for flow control. When vim runs, it turns this off, but bash does not. If you were running on Unix, you'd be able to use stty to disable this, but I haven't figured out how to disable this in Windows. BTW there doesn't seem to be a problem with Ctrl-P.

@CraigRinger You can do a "copy-install" of PostgresSQL, so you don't need to run an installer. However, until you pointed this out, I didn't realize that the zip for that also comes from the folks at EnterpriseDB. It's marked as an option for advanced users. This might help work around an installer problem, at least if you're happy with a simple configuration.

The portable launcher preserves the settings, but it does it in a portable way. For example, if the portable directory is on a USB drive, you should in theory be able to put it into another machine, run Firefox and see all those same settings.
