No, but I have only tried a few. The Sword Project is one which claims to be open source but when it comes to the file format seems to be not that open after all. There's allot of other projects out there that I have never tried, and I guess ePub is a good candidate to be supported by such apps. I just thought to point you into that direction since almost all Bible software has a parallel translation reading feature. If you have the time on hands you might want to check it out.

There is very little (officially) available for IE, The category for "utilities" is empty at iegallery.com/Addons. Chrome has a few (chrome.google.com/webstore/search/splitscreen). However, you can always open two instances of IE and use the Windows+Cursor keys to quickly position them, just like described for Calibre.

Ibis for the PC is online only, but for mobile devices (Android and iPhone) it can be used offline (though I think it still uses or runs inside a browser since its all javascript as far as I can see). The current version of the EPUBReader is indeed very good, I tried an earlier version before which was not as mature but I guess I'll be using this one.

I checked it out. shutdown.exe is just a wrapper around the ExitWindowsEx function defined in User32.dll. shutdown.exe seems to be seldom used. Sorry for pointing to a dead end.

The tape player for C64, Vic-20 and C16 were identical and interchangeable. The tapes were normal cassette tapes that could be used for recording and playing music. Does the player have a label or so with "1530 Datasette" or something similar?
