Normally, you need to tell the OS which keyboard layout you have - I don't know how to do that on Win 8.1, hence not putting this as an answer, but in old versions it was somewhere in the control panel. Tell if which keyboard you have.

On my Debian box, both 0.0.0.0 and 127.0.0.1 connect to the local apache instance from a web browser. So I can't see there being any difference in performance frankly.

FTP, SFTP (file transfer over SSH), and FTPS (Secure FTP) are all different. In other words, the answer here is correct if the OP is talking about SFTP and not getting confused with Secure FTP (FTPS).

Can you at least try what I suggest? Edit it in vim (in your Cygwin shell type, vim build.sh), and then type what I said, and see if the ^M symbols show up at the end of each line.

vim is a unix file editor, if the file won't run under Cygwin, the best bet is find out why under Cygwin. The problem is you're saving a windows file (which has carriage returns and linefeeds) and trying to run it under Cygwin. If you can, tell Notepad++ to save in 'unix' format.

It's not phpMyAdmin that's trying to open Firefox, it's your Vista config having Firefox as the app associated with whatever you're trying to open (i.e. .html or .php files or whatever). This is off-topic for SF.
