If the network port light doesn't turn on, first thing to do is check the cable & the other "end" of the connection: keep that cable connected to the network switch (or wall port) and connect another computer to it.

-1: not enough information provided in question and I think this is far too specific to be useful to anyone else since it potentially relies on all the answers to the following: when did it appear inactive, what is showing it as inactive, did you do anything to prompt it, are or were you overclocking, how do you "know it works", who manufactured the graphics card you're using, and what driver version are you using?

I don't fully understand your comment. It's possible that an overloaded system could lead to a slowdown which looks like a hang, but I never intended to imply that a lot of applications were interacting with 117.192.41.193. Really, this is likely complete guesswork and you're much better off contacting the developer of the application if you truly believe it is not functioning as designed.

Only thing left to rule out on your end is the telephone wiring in your house: have you got a monitored alarm using the line? TV connected to the line (e.g. "Foxtel" in Australia)? possibly a faulty splitter if you have a phone on the same socket? faulty adapter if you have one? have you done a full isolation test (remove everything on the line except your router)? is your house new or old? how many telephone sockets have you got and have you tried using another one? how long is the cable connecting the router to the wallsocket? (probably best to update the question with answers)

117.192.41.193 msn-leafsp4 followed by 117.192.41.193 msnfsp4 on the next line would not be an issue. If they are on the same line, I suspect only the first would be recognized (msn-leafsp4 in your example). And if, in your comment, by "systems" you mean "applications", then yes: some applications may try to connect to msn-leafsp4 and others may connect to msnfsp4, and that would be normal - but whether that is actually the case depends on the applications & their configuration.

Was the problem a couple of years ago with the same ISP? Are you still connected to the same DSLAM, have you moved house or done anything else to otherwise inadvertently change your DSLAM port?
