@Pacerier: Yes, but all those transistors are laid on a continuous piece of semiconductor material and etched at once. If you connect several, separately etched pieces into one, then you have multiple dies.

I have seen a monitor fail so that it at first had problems coming out of sleep mode if using the highest bandwidth mode. With less demanding modes it worked fine at that point. So yes, it is possible for the digital side be half-broken so that some modes work, some don't.

Are you wired or wireless? It sounds to me something in network connection between you and the file server bugs, ie. disconnects and then immediately reconnects you.

It's completely a matter of BIOS and motherboard settings if they deliver power when computer is not running. On desktop motherboards it's sometimes configurable with jumpers. However, this has nothing to do with USB standard; it's just that motherboard chooses to keep some USB ports active on sleep, while shutting down the rest.
