That QB article is for O2000, and describes Outlook starting slowly. My Outlook does not start slowly. It runs quite fast.

@Warner - All good points about local admin. We are a technology consultancy with a mixed staff of technical and non-technical folks. We are small and haven't had issues with local admin. But you are right, it really depends on the environment.

Thanks for the thoughtful answer. We have good policies, etc, that are signed. To be clear I'm looking for a good list of top tips to help foster behavior that boosts security in end-users. (We don't have malware/virus issues, etc. I don't understand all the fuss about being a local admin. As of an article I read a few years ago this is the default setting as MSFT corp.)

This is our work network, yes. Patches, firewall, backups, etc are all taken care of @ the GPO/IT team level. Updates for their own software, though, are important. I'll mention that.
