I appreciate the willingness to help but (A) it's highly unlikely that our firewall would allow us to get to you if we're already killing javascript and (b) I support these machines over the long haul. It would be great if there were a general purpose long term solution.

Sadly, this appears to not work. The URL redirection appears to create a single use link. It may have worked for you but it definitely does not work here, either inside or outside our firewall (whereas the "outside" machines CAN download via the redirector).

Yes, in a virtual machine running Windows XP, I'm pretty sure that the driver would continue to work. However, I'm running without virtual machines. The goal is to have a straightforward machine that just works. This is the only device on my shelf that's currently causing trouble so I don't want to add the hassle of a virtual machine just for it.

Please don't use a vacuum cleaner, they're static electricity generators. Compressed air (e.g., the cans they sell in office stores) is your friend here.
