Skype = Microsoft, Microsoft's browser = Internet Explorer. Chrome is the competition, therefore Microsoft sees no great need to fix the issue, after all, you can just use Internet Explorer. An independent Skype would have to fix the issue, a Skype owned by Microsoft has all the time in the world.

You're facing a common problem and an easy one to fix. Get yourself a quad processor box with hardware virtualization, install Windows 7 64bit and VirtualBox. Run Linux in VirtualBox. That's for people who want to do it the easy and simple way. Otherwise the other easy way is @Darius two machines and a KVM and is the only way you're going to get a painless simultaneous run, instant switch. All the rest is "Working Harder, Not Smarter" as you've been finding.

Another thing that loops is that WGA thing, I've had it happen twice. Basically cancel it out every time it asks to install, otherwise it hangs forever with an interminable 80% on the gas gauge. The final batch of updates will have only it and Bing desktop, Bing bar, etc misc that you don't want. Choose only Windows Genuine Advantage and it does a non-interactive install. Woo hoo! e-Cycle begins tomorrow, no more WinXP installs!

@Bob, so somebody else decided to adopt Apple's helicopter plug then? (Body, two rings, tip nothing new, we've been using a larger version on helicopter headsets and in this version in aviation handheld transceivers for quite some time, and for the same reason, single plug, single cord) Nice! What device drivers are used on that HP laptop for sound?
