my PC is freezing up and shutting down. I have tried reseating the heatsink but the issue isn't fixed. I am very new to hardware maintenance and I'm not sure what to try next, any advice appreciated and thank you in advance.

    The heatsink fans are running at full speed? You have reapplied fresh thermal paste, right?

What is the status of your Power Supply, this can cause a shutdown as well. Often, the power supply is overlooked as an issue and few folks clean it, yet it is responsible for stable voltages for the CPU and memory. I suggest checking the output ventilation port of the power supply. Sometimes people position their Computer such that there is not enough air flow, but fans run at top speed.
