After annual Win 10 update the rights for address bar in taskbar changed.

I have got an shortcut at desktop to some .bat file (establishing VPN connection). This shortcut is set to be run as admin.

Before update it worked well when it has been run from address bar but after it it runs with lower rights than admin so connection could not be made.

I can see this change very well. I have set different layout for each cmd (first run as cmd from run window, second cmd run as admin. [same as command prompt in search], third is the one which is shown when that shortcut is set to run as admin).

How it can be fixed?
