I am having issue with windows keyboard shortcuts in windows 10.

When I press Ctrl+D a pencil appears and I can draw rectangles with green borders. In such mode I can also use Ctrl+Z to remove last rectangle I draw.

It does not matter what you have open. When you press Ctrl+D it will let you draw a rectangle.

Maybe there is an option to see what is using such keyboard shortcut?

  • I still suspect OneNote. You can still find the application if its not OneNote by using Autoruns and not loading your typical startup programs. – Ramhound Dec 15 '16 at 13:50
  • @Ramhound I don't use OneNote. Currently open is firefox, google drive, nvidia driver, bitdefender, flux. Maybe there is some background process running that could do such thing? – mypoint Dec 15 '16 at 13:56
