I'm using Onenote as a personal Wiki tool to make summaries and combine information.

I would like to be able to link to papers and books I have in PDF form. It would be really great if I could link to pages, but I would be happy if a link to the file works and opens my pdf reader.

Now I know that I can insert file links. But if I move the files or get a new computer all these links break.

Is there a solution that would allow me to create links that won't break? I'm thinking of links in the form of doc://identifier_author_year . Those links could potentially launch a program that resolves the file and launches my pdf viewer afterwards.
