I am using a Linux Mint 19 Tara and I installed the gnome-tweaks-tool and when I tried to open it with gnome-tweaks I encountered the following error:

WARNING : Shell not running
NoneType: None
WARNING : Error detecting shell
Traceback (most recent call last):
    File "/usr/lib/python3/dist-packages/gtweak/tweak /tweak_group_shell_extensions.py", line 216, in __init__
raise Exception("Shell not running or DBus service not available")
Exception: Shell not running or DBus service not available

I have uninstalled the package with sudo apt-get --purge remove gnome-tweak-tool and re-installed it again with sudo apt-get install gnome-tweak-tool but still I encounter this error. Despite the fact the gnome-tweaks application runs, the error persists and I am pretty sure this is the main cause why I cannot install the User themes from https://extensions.gnome.org/ because the following error appears: Unable to locate GNOME Shell settings or version. Make sure it is installed and running.

In brief, I just want to know how to solve the Shell not running or DBus service not available problem. Any suggestion, comment or contribution is greatly appreciated.
