When a file is copied from one location to another, say during software installation on Windows, the Created timestamp metadata reflects the date the file was created on the new file system (well sometimes it doesn't which I guess is another question). However, the Modified timestamp is preserved.

Since the metadata is stored in the file system and is not part of the file itself, how is the Modified (and some of the other) timestamp metadata preserved?
