From the user point of view:

Is there any functionality difference between a notebook hosted on a shared drive and a notebook hosted on OneDrive?

For clarity, I will have all my users install OneNote on their windows10 desktops that are all on the local LAN.

It has been decided that we will use the desktop app (not the browser-based app), now we need to decide if we will create a notebook on a shared drive on the LAN or create a notebook on OneDrive.

My preference is local, but I want to understand the nuances of the differences. Google has not been helpful in finding the differences; perhaps they are so similar that no one has documented anything.
