I thought this was super simple, but turned out not be so...

All PCs and phones have built in VPN client support. But any VPN server software I find uses different protocols and requires a seperate client app. Are there really nothing I can install on my Windows 10 PC that lets any client connect without needing to downloading a seperate client?

If not for Windows, what about Linux, I have a Raspberry Pi with PiHole installed.
