Found an alternate solution on this Reddit discussion
Create a new folder and name it Restore URL
.
Paste the following into a text editor and save as manifest.json
in the new folder.

Go to chrome://extensions/
and enable developer mode.
Click "Load Unpacked" and select the folder with your manifest.json
file.
This installs an unpacked extension (not from Chrome Store) that fakes it's ID to look like Google's Suspicious Site Reporter without the bloat or privacy issues included within the original.
You should now have http, https and www restored until Chrome removes this workaround.
Note: This will remove Google's official "Suspicious Site Reporter" if already installed. You wouldn't need this solution if the official extension was installed anyway.. unless you want to replace it!
Incognito:
If you want to enable it in incognito, click on the extension icon [R] > Manage extensions > enable the option "Allow in incognito”.
To always run Chrome/Chromium with this unpacked extension:
- Start command line with
"path to chromium or chrome" --load-extension="path to Restore URL folder"
and/or
- add
--load-extension="path to Restore URL folder"
at the end of the target field in your Desktop / Taskbar shortcut
Replace text in quotes with actual path

Up until Chrome 82, using the above method would result in a dismissable popup - "disable developer mode extensions" - every time you restart Chrome.
In Chrome 83 and later, there are no more popups and no downsides to this method except taking a bit of time to setup.
