I took the layout.ini from this reply and edited it, removing a lot of unnecessary stuff. For example, I just use QWERTY mapping, I just need mapping of symbols as you can see:

Now my problem is when I use PKL with this layout.ini on the Windows machine, when I hold down shift, then press one of the keys defined in that layout.ini (e.g. any number key), then shift is automatically "unpressed" while I still hold it down, so the next keystrokes are "un-shifted".

This does not happen when I hold shift and press any key that was not defined in that layout.ini (e.g. any letter, like Q). I tried commenting out the shiftstates (no idea what it does) to no avail.
