Here is what I did. I create a file called concat.txt:

file 'original.mp4'
inpoint 0.0
outpoint 2.0
file 'middle.mp4'
inpoint 0.0
duration 24.0
file 'original.mp4'
inpoint 26.0

Then, I run the following command:

ffmpeg -f concat -i concat.txt -an -c:v libx264 -crf 23 -fflags +genpts spliced-vid.mp4

The middle video is 24 seconds long. When I insert it in the original video, the middle video only runs for about 12 seconds and holds at the last frame for remaining 12 seconds.

The frame rate of both the original video and the middle video is 30. Why is this happening?
