Is there a utility built into the Mac software to allow for burning ISO downloaded from the internet.
Or.. Is there a better utility on the Net for performing this function?

Alternatively you could use a third party application like Burn
It's very, very easy to do on the command line (open
hdiutil burn /path/to/iso
If it's a CD/RW and you want to erase it first:
hdiutil burn -erase /path/to/iso
It's funny, but this is pretty much the best CLI for CD burning on any OS.
You can use the "Disk Utility" program that comes with the OS.
Click on the Finder icon in your dock, then on the sidebar, click on applications. Find the folder that says "Utilities" and double click on it. Find the application that says "Disk Utility" and on the Menu Bar, go to "Images" -> "Burn" and select the image you want to burn.
