First time trying to make heads and tails out of this. I just wonder if the drive is bad on this server? Just things seem so slow when compiling and running simple tasks(things hang). Like the load average goes so high (8.00) and the WA% is very high too at times for nothing running on top.

I just don't get it. I'm compiling now, but nothing is showing up on top but I'm getting maxed out WA% and the compile process is like just sitting here doing nothing and then after awhile picks up again. /confused

Sounds like it could be a hardware problem, but according to the SMART output, that disk seems to be fine, at least. You might try using iotop to see what processes are causing all the IO. So, to answer the question: no, it does not look like a hard drive failure, given the current information.
